Thanks for this informative article!

My understanding is that the Governor has only the authority to veto a budget in whole or by line item. Furthermore, that the Legislature has the authority to allocate funds from AKPF Earnings, and NOT the Governor.

Otherwise, why bother the Legislature with a budget at all? Otherwise, what checks and balances are in play?

It appears to me that Gov. Walker is rewriting this budget by unilaterally re-sourcing funding (from the AK Constitutional Reserve to AK PF Earnings). He also appears to arrogate the privilege of the Legislature in capping the AK PFD and drawing on earnings.

Does he in fact have these authorities? Where would such authorizations be enumerated (or proscribed)?
